The regulation applies to all batteries that are manufactured or placed into service in the EU. However, it sets a global precedent, which will have widespread implications.
There are a growing number of other global regulations requiring digital product identities - for example, in the U.S., the Clean Vehicle Tax Credit, Section 30D of the Inflation Reduction Act, increasingly requires material traceability for batteries seeking to qualify for tax incentives.

All participants within the EU battery value chain, including OEMs (such as automotive companies), midstream producers, miners, and recyclers.
